Vision for proposed Green Point mixed-use development open for discussion

The City of Cape Town’s Economic Growth Directorate is encouraging interested and affected stakeholders to attend the upcoming public engagements to hear more about the vision for the well-located proposed Green Point mixed-use development site and to get the public’s views. Public input is crucial during the lifetime of this process. The public have from today, Thursday, 17 April to Saturday, 31 May 2025 to submit comments for this pre-statutory stage, which will be used to inform the concept development plan for this prime property.
Please diarise the two upcoming pre-statutory public engagement dates if you want to hear and/or share your views and comments on the City’s proposed vision for mixed-use development on prime Green Point property.
The property is situated at 1 Three Anchor Bay Road, Green Point. It is remarkably well-connected to key destinations along the Atlantic Seaboard and Cape Town’s CBD, close to key landmarks such as the Sea Point Promenade, Cape Town Stadium and Urban Park, and the V&A Waterfront.
The City envisages a mixed-use development to help drive economic and socio-economic benefits while increasing affordable housing in the area. The City further intends to retain existing community amenities, such as the library service point and Civic Hall on the site, with the land release process set to identify parts of the site that may need to remain in public ownership to accommodate this.
Other current uses of the property include privately operated sports grounds and clubhouses, public parking, an electrical substation, an ECD, and vacant undeveloped land that is used periodically as an informal market.
The City will consider the possible inclusion of the existing tenants where feasible. There are four active leases in place on the site that will be considered based on the outcome of the planned specialist studies. The City has been engaging the tenants in this regard and will continue the engagement as part of the stakeholder participation process. The longest of the existing use rights to the site is due to expire by December 2027.

‘The City is committed to partnering with the public to help drive economic and socio-economic benefits while increasing affordable housing in the area to benefit Cape Town. This is a long-term project, which will include detailed studies to result in the best development plan for the site that resonates with the market, while advancing the City’s socio-economic objectives. The City is seeking to realise the full market value of the land and expects to raise significant revenue from the land sale, and future rates contributions from the development, for reinvestment in service delivery and infrastructure upgrades throughout the metro.
‘The City is currently at very early stages of a lengthy process and public participation will play a vital role in shaping the final proposed development concept for this site. We want to hear from the public, so we encourage interested and affected parties to attend the public engagements which best suit them. These are opportunities to receive information first-hand on this proposal so that the public can submit their comments by 31 May to inform the first stage of this process being the concept development proposal,’ said Alderman James Vos, the City’s Mayoral Committee Member for Economic Growth.
